On the heels of this question another arises, as is often the case when one begins studying Gods word. Is God omnipresent. In other words, does He see and know all at any given time. Nothing is beyond Jehovah yet we know we are made in His image. An assemblage of parts of Scripture is where understanding comes into play. This is utterly important to understand or the Bible becomes a jumble of words, verses, and passages. The mistake so many make is to find one applicable verse and apply it as the Bibles entire message.
Understanding the Bible only comes from study but does He hear you is one of the first things you need to know. Read and consider the following verse from 1 Kings:
. . . then may you hear from the heavens, your dwelling place, and may you forgive and take action; and reward each one according to all his ways, for you know his heart (you alone truly know every human heart),1 Kings 8: 39
Or, as to His omnipresence: Again consider that He made us in His own image. His attention is directed where He needs it to be. Even the Bible tells us not all about His abilities.
The eyes of Jehovah are everywhere,Watching both the bad and the good.Proverbs 15: 3
You are loved by Jehovah and He listens if your heart is right. The heart being right is a choice you have to make. If Scripture makes you defensive or turns you away then deep introspection is needed. Should that introspection cause you to make changes then He will notice. If you seek evil He will revile you yet always be ready to forgive. Forgiveness born of His love is the prime trait of Jehovah. Never, ever forget that. I am one who desperately needed forgiveness as I have been to war. Indeed, it is this that causes me to write here of my little knowledge of He who created all of us. He will even forgive the ignorance of the “Big Bang” theory. Come to Him in prayer. He is not a nebulous being. He is that which IS.
